The Oversight Committee is a representative forum within Royal London for the Police Mutual brand. The Committee and the roles on it have no legal status and do not form part of the Royal London governance structures.

Martin Hewitt QPM, Chair of the National Police Chiefs’ Council

Martin Hewitt is Chair of the National Police Chiefs’ Council (NPCC). He was appointed in April 2019.

He began his policing career with Kent Police in 1993 and transferred to the Metropolitan Police Service in 2005.

As an Assistant Commissioner for five years, Martin led frontline and local policing, specialist crime and professional standards. He led the national police response to adult sexual offences and kidnap between 2014 and 2019, and served as a Vice-Chair for the NPCC from 2015 before taking on the chairmanship.

He became a member of the Oversight Committee and its President in February 2021.

Professor Sir Jon Murphy QPM DL LLB (Hons) – formerly Chief Constable Merseyside Police
Sir Jon Murphy joined Merseyside Police as a Cadet in January 1975. Following uniform roles, including being a member of the force support group on the front line of the 1981 Toxteth riots, he entered the CID. There followed an almost unbroken career as a detective rising to Senior Investigating Officer and Force Operations Manager before attending the 2001 Strategic Command Course. Immediately following the course he became Assistant Chief Constable (Operations) in the National Crime Squad and led on international target operations; he also led for the UK on the establishment of the first European Joint Investigation team (JIT). He returned to Merseyside Police in 2004 as Deputy Chief Constable and during this time was the ACPO portfolio holder for Serious Organised Crime. In 2007 he reported to the then Home Secretary when he set up and led the national Tackling Gangs Action programme (TGAP) following which he spent three years as the National Serious Organised Crime Co-Ordinator. In 2010 Jon was appointed Chief Constable of Merseyside Police.  

Sir Jon has been commended on 14 occasions and received the Award of Merit. He was awarded the Queen's Police Medal in 2007 and knighted for services to policing in the 2014 Queen;'s Birthday Honours list. In the same year he was also voted the Merseyside Public Sector Leader of the Year. He has an Honorary Doctor of Laws from the University of Liverpool, an Honorary Fellowship from Liverpool John Moores University (LJMU) and is an Advanced Fellow of the Royal United Services Institute (RUSI).  

Sir Jon retired from his 42 year policing career in July 2016 and took up an appointment as Professor of Advanced Studies at Liverpool John Moores University. He was elected as Vice President on the Committee of Management in 2012 and appointed Chair of the Committee of Management (now Oversight Committee) in May 2019.

Andy Cooke QPM BA (Hons), HM Inspector of Constabulary and HM Inspector of Fire & Rescue Services
Vice President

Andy joined Merseyside Police in 1985, after graduating with honours in Politics at Nottingham University. He was promoted through the ranks across a number of disciplines, including Robbery Squad, Target Operations and Major Crime, Senior Investigating Officer, Force Crime Reduction Co-ordinator and Operations Manager. On promotion to Detective Chief Superintendent in 2005 he became the first commander of the 'Matrix' team, responsible for tackling gun and gang-enabled crime. In 2006 he was appointed Area Commander for South Liverpool.

In 2008 Andy left Merseyside to take up the role of Assistant Chief Constable at Lancashire Constabulary with responsibility for Specialist Operations. This was followed by appointment as Assistant Chief Constable for Territorial Operations, Criminal Justice and Contact Management. He returned to Merseyside in 2012 as Assistant Chief Constable for the Operations portfolio. He was appointed Deputy Chief Constable in September 2013 and became Chief Constable in July 2016.

In 2017 he took over as National Police Chiefs Council (NPCC) Head of Serious & Organised Crime and in 2019 he became the national lead for Crime Operations. He stood down as Chief Constable in April 2021 to take up the dual roles of Her Majesty’s Inspector of Constabulary and Inspector of Fire and Rescue Authorities in England, overseeing inspections primarily in the North of England.

Andy joined the Committee of Management (now Oversight Committee) as a Vice President in 2018.

Simon Cole QPM BA (Hons), MA, DipCrim, Chief Constable Leicestershire Police
Vice President

Simon Cole became Chief Constable of Leicestershire in 2010 prior to which he was Deputy Chief Constable of Hampshire Police, having originally joined West Midlands Police on the graduate entry scheme.

As an ACPO member Simon led the national portfolio on mental health and disability, including progressing work on Places of Safety, Liaison and diversion from custody and acting as the police adviser to Lord Adebowale's Independent Commission on Policing and Mental Health which focused on the Metropolitan Police. He also gave evidence to The Home Affairs Select Committee on Policing Mental Health. Simon represented the Police Service on the Bradley Report Group, looking at the progress of the recommendations on liaison and diversion in custody for those who are mentally ill. Until March 2016 he led nationally for the National Police Chiefs' Council on disability issues and also represented it on the Prime Minister's Dementia Task Force. He has been acknowledged by the Employers' Forum on Disability as their Emergency Services Disability Champion in the Disability Standards Award and until March 2019 was Chairman for the National Police Chiefs’ Council Local Policing and Partnerships Co-ordinating Committee. He now leads the Digital Public Contact Board’s work to bring a single line home to policing and has previously sat on both the National Police Reform and Transformation Board and the College of Policing Professional Committee and led national work for ACPO on both crime statistics within the Crime Business Area and on vetting within the Professional Standards Business Area. In 2015 Simon was asked to lead work for the National Police Chiefs' Council on the Prevent strategy.

Locally, Simon represents the Force on the Strategic Partnership Board and the East Midlands Regional Chief Constables Meeting. He also chairs the Local Resilience Forum and the Force Executive Group. He also holds a number of voluntary roles, of which Trustee of Care of Police Survivors is one.

Simon has a BA (Hons) in English Literature from the University of Durham, an MA in History from University College, Worcester, and a Diploma in Criminology and Policing from Cambridge University. He was made an Honorary Doctor of Arts by De Montfort University in 2014 and received the Queen's Police Medal in the 2014 New Year Honours List. Simon was appointed to the Committee of Management (now Oversight Committee) as a Vice President in 2016.

Charlie Hall QPM, MA (Cantab), MSc, Chief Constable Hertfordshire Constabulary
Vice President

Charlie Hall is Chief Constable for Hertfordshire Constabulary and was appointed to the role in October 2016.

Nationally, Charlie leads for the National Police Chiefs’ Council on Automated Number Plate Recognition (ANPR), is chair of the Operations Co-ordination Committee and also leads on the policing of industrial disputes. He is also the senior responsible officer for the JESIP programme which aims to improve interoperability across the police, fire and ambulance services.

Charlie previously served with Norfolk Constabulary.

In 2017 he was awarded a Queen’s Police Medal in the New Year’s Honours List.

Charlie was appointed to the Committee of Management (now Oversight Committee) as a Vice President in May 2017.

John Robins QPM, Chief Constable West Yorkshire Police
Vice President

John Robins joined West Yorkshire Police in 1990, working in a variety of roles and ranks.  As well as uniformed policing, John specialised in community policing, crime reduction, intelligence development and operational planning and was for many years a nationally trained Hostage Negotiator, dealing with numerous suicide interventions, as well as kidnaps and criminal sieges.

In 2003 John was posted to Bradford as the Superintendent in charge of Operational Policing.  During his three years in Bradford he dealt with many high profile local events, commanded numerous policing operations and assisted the community to recovery after many periods of heightened tension.

In 2006 John was promoted to Chief Superintendent at the Force Headquarters, overseeing Criminal Justice.  In 2008 John became the District Commander of Kirklees, once again dealing with sensitive policing operations that attracted both local and national media coverage.

In 2012 John became an Assistant Chief Constable, taking the lead on Workforce, Development and Standards.  He subsequently took on the role of the Assistant Chief Constable in charge of Local Policing across the Western side of West Yorkshire.

In 2014 John became the Temporary Deputy Chief Constable of West Yorkshire Police, leading on Professional Standards, Ethics and Equality. In 2017 John was appointed as Deputy Chief Constable.

In December 2018 John became the temporary Chief Constable for West Yorkshire Police officially becoming Chief Constable in July 2019.

John Robins joined the Oversight Committee as a Vice President in April 2021.


Rachel Swann QPM, Chief Constable Derbyshire Constabulary
Vice President

In 1994 Rachel started her policing career with Leicestershire Police serving in a number of roles and ranks.  As a Superintendent she undertook a number of positions including the leadership of a force restructure, BCU Command, SIO and latterly Head of the Specialist Operations Department. In this role she led early collaboration work and performed key command roles for both the Team GB Olympic Training Camp at Loughborough University and the Queens Jubilee Visit to Leicester. As Chief Superintendent, Rachel led the Force Change Programme delivering the transformation of services at significantly reduced costs, and working with external support from the private sector.

Rachel attended the Strategic Command Course in 2015 and later that year joined the Northamptonshire Police Chief Officer Team as Assistant Chief Constable. In a single ACC structure Rachel oversaw all operational policing aspects including crime, public protection, intelligence and local policing.

In May 2017 Rachel became Deputy Chief Constable for Northamptonshire Police leading significant change within the force including major IT programmes. She was SRO for the development and successful implementation of the Home Office Biometrics Mobile ID Programme to provide an effective mobile solution for officers to identify people, the first programme of its kind to use a disaggregated technical solution through a national gateway.

As the NPCC lead for Fingerprints Rachel has key responsibilities within the Transforming Forensics Programme. She is SRO for the Fingerprints - Forensic Capability Network which is the first element of this new national network platform which will transform the delivery of forensic work and evidence.

In February 2019, Rachel moved to Derbyshire Constabulary as Deputy Chief Constable, where she led an innovative change programme, seeking to maximise the benefits of technology, analytics and data science to enhance policing services to the public.

In July 2019, she became SRO for the Frontline Digital Mobility programme as part of the National Digital Policing Portfolio. This was a natural choice for her, given her background in innovation, change and technology and her desire for people to be at the front of the digital world in their interactions with the public and in their daily business. Through this she created legacy products to enable police forces, especially frontline colleagues, to be at their best in a digital world regardless of their location. This saw the delivery of several products including a maturity matrix to assist with benchmarking and improvement, supported by product assessments and guidelines for best practice when engaging with suppliers.

Rachel has a strong ethos in promoting equality and inclusion for all, and in March 2021 became the NPCC lead for Gender to further that aim.

On 1st August 2019, she was responsible for commanding the safe evacuation of 1,600 people and the prevention of the complete destruction of 600 properties in the Derbyshire town of Whaley Bridge, as well as the inundation of major road and railway infrastructure by 1.3 million tonnes of water after the dam at Toddbrook Reservoir began to collapse.

As chair of the Local Resilience Forum, she ensured a coordinated response over the following five days of a multi-agency rescue effort involving in excess of two thousand personnel from the Fire and Rescue Service, Derbyshire County Council Emergency Planning, Mountain Rescue, the RAF and Army, Environment Agency, Canal and River Trust, EMAS and RNLI Flood Rescue team, as well as other volunteers and agencies.

She was responsible for chairing the Strategic Coordinating Group (SCG), which provided overall command of the incident, briefing the Prime Minister and his Cabinet at daily COBR meetings, and providing updates in person at community meetings involving those who were evacuated from the town and surrounding areas.

Under the scrutiny of worldwide media, Rachel went on to facilitate the largest peace-time evacuation of civilians in the United Kingdom, averting a disaster almost beyond imagination.

From March 2020 until the January 2021, she chaired Derbyshire SCG’s response to the Coronavirus crisis, ensuring that the lessons learned from Whaley Bridge regarding the benefits of close partnership working during an emergency were quickly disseminated and adopted where appropriate.

In August 2020, after 26 years’ service to Policing, Rachel was successful in becoming Derbyshire Constabulary’s first female Chief Constable, with a stated intent of focusing upon delivering a consistently good service to the public – fighting crime, proactively bringing offenders to justice, looking after victims and protecting the vulnerable from harm.

Rachel Swann joined the Oversight Committee as a Vice President in March 2021.

Fiona Taylor, Deputy Chief Constable Police Scotland
Vice President

Fiona Taylor has over 24 years of experience serving as a senior officer with Lincolnshire Police, Lothian & Borders Police, Strathclyde Police and the Metropolitan Police Service (MPS).

Prior to leaving the MPS in December 2017, Fiona was Temporary Assistant Commissioner for Professionalism with strategic oversight and leadership of the Directorate of Professional Standards, Met Training, the Serious Crime Review Group and Operational Support Services.  She was the MPS lead on the Public Inquiry into Undercover Policing (UCPI).

Fiona was appointed Deputy Chief Constable People and Professionalism for Police Scotland in August 2018.

She was co-opted to the Committee of Management (now Oversight Committee) as a Vice President in March 2019.

Simon Barrasford, Superintendent North Wales Police

With over 20 years’ service in North Wales Police, Simon is Superintendent in the  Corporate Services Division. He oversees  both the Communications and Equality, Diversity, Inclusion departments. Simon’s previous roles include; Chief Inspector with responsibility for Roads Policing and Operational Planning Units,  County Chief Inspector for Anglesey, District Inspector for Gwynedd and Force Incident Manager.

Simon was appointed as Force Authorised Officer in August 2015 and joined the Oversight Committee in March 2021.

Claire Batt, MBE Ministry of Defence Police

Claire Batt MBE joined the Ministry of Defence Police in October 1992 and remains a serving officer.  Throughout her career she has worked at various government establishments across the UK as an authorised firearms officer, Financial Investigator and more laterally as the Force Welfare Officer.

Claire is passionate about assisting officers and their families with specific regard to Mental Health Wellbeing and Disabilities and ensures such life events are recognised and supported within the Policing Role.

In the 2018 New Year's Honours list Claire was awarded an MBE for her work within this field and she continues to work collaboratively with other Policing organisations ensuring MOD Police Officers have access to the best support and guidance available.

Claire became the Force Authorised Officer in 2014 and joined the Oversight Committee in March 2021.

Claire Beck, Cambridgeshire Constabulary

Claire joined Cambridgeshire Constabulary in June 1983 and worked in several roles during her career including Roads Policing, Operational Firearms, Learning & Development and Staff Officer to the Chief Officer Group and retired as a Sergeant in 2014. Following her retirement she has remained with Cambridgeshire Constabulary working as an Internal Quality Assurer & Workplace Assessor in the collaborated, Bedfordshire, Cambridgeshire and Hertfordshire Learning & Development Department. Claire is also a Special Sergeant supporting the training and development of Special Constables and active operational duties.

She has been an Authorised Officer since 2002 and became Force Authorised Officer in 2004. Claire was elected to the Committee of Management (now Oversight Committee) in 2010.

David Campbell MSc, formerly West Yorkshire Police

David joined West Yorkshire Police as a cadet in 1976 and worked in uniformed roles throughout his career, retiring from the force as an Inspector in 2010 after more than 31 years. In the year before retirement David gained an MSc in Risk, Disaster and Environmental Management, using his police experience as the basis of his studies.

Following his retirement he remained with West Yorkshire Police and was, until his very recent retirement in the force planning unit heading the force's duties planners. He gained much experience of operational policing and planning during his career, having been involved in many public order operations on the ground as well as in the planning, and was commended in 2014 for his planning around EDL demonstrations. With two sons, a daughter and daughter-in-law all working for the force, he remains in touch with daily issues surrounding our members.

David has been an Authorised Officer since 1997 and was Force Authorised Officer between 2008 and 2020. He joined the Committee of Management (now Oversight Committee) in 2012.

John Edwards, Dyfed Powys Police

John joined Dyfed Powys as a cadet on leaving school in 1970 then joined the regular force in 1972. He served as a constable in Carmarthen initially before being transferred to the Roads Policing Unit. He was also the deputy secretary and treasurer of the Joint Branch Board during this period, having responsibility for the health and welfare of officers. He then was seconded into the Force Control Room in 1992 until retirement in 2002.

On retirement John joined as Support Staff working in Data Protection as the Disclosure Officer.

He became an Authorised Officer in 2004 and the Force Authorised Officer in 2008.

John joined the Committee of Management (now Oversight Committee) in 2017.

Marie Gresswell Mst (Cantab) Bedfordshire Police

Marie Gresswell joined Bedfordshire Police in 2004 from the private sector having been a Insurance Claims Underwriter for many years. Marie whilst still a student officer quickly moved to become a Detective Constable within the Criminal Investigation Department due to her proficiency to solve crimes. Having been promoted across the ranks, Marie has remained a career Detective and upon promotion to a Detective Chief Inspector in 2019 leads the Rape and Serious Sexual Offences Team and the Protecting Vulnerable Persons Team which encompass a high amount of risk. In January 2021 Marie was asked to take on the strategic lead around Victim Care for the force, which is sees as having a correlation with her work as Force Authorised Officer for Police Mutual.

Marie is a committee member for the Disability Police Association. Her portfolio centres around Mental Health and Wellbeing, where changes are being made to the lives of staff, officers and the community in which she serves with this work.

Marie has a Master of Studies in Criminology and Police Management from the University of Cambridge from 2019, which she described as being humbled to be selected by Bedfordshire Police for the opportunity to which she will be eternally grateful (not bad for someone who left school with no qualifications).

Marie became the Force Authorised Officer for Bedfordshire Police in 2018 and was successful in becoming a member of the Oversight Committee in March 2021.”

Martin Guest, formerly Humberside Police

Martin served a Detective Constable on the Major Incident Team at Scunthorpe, Humberside, having joined the Police Service in March 1990. In 2004 Martin was a member of a team of Officers from Humberside who went out to Sri Lanka to assist after the Boxing Day Tsunami. He was a mortuary manager, repatriation officer and reburials officer and completed two tours.

Martin was also a trained Family Liaison Officer and has been deployed to families on historical cases and murder cases before retiring from the force in February 2020.

He was appointed an Authorised Officer in December 2008 and was Force Authorised Officer from November 2014 to 2020.

In 2017 he was deployed to Croatia as part of an EU Twinning Programme Team, supported by The Home Office, to provide and train a Disaster Victim Identification Team.

Martin joined the Committee of Management (now Oversight Committee) in 2016.

Kirsty Norman, Derbyshire Constabulary
Kirsty is a member of Police Staff at Derbyshire Constabulary Headquarters. She is responsible for individual and team development as well as talent identification and she provides support for officers and staff seeking development and promotion opportunities.

She is the force link with the College of Policing and has responsibility for the Direct Entry and Fast Track schemes and the National Police Promotion Framework. In addition, she has responsibility for the force’s 360 degree feedback process and she is trained in personality profiling such as Myers Briggs Type Indicator and Hogan. 

She joined Derbyshire Constabulary in 2003 and worked in criminal justice, training administration and was appointed Operational Trainer in 2008. In 2012, Kirsty transferred into the HR department as HR Leadership and Talent Officer and in 2017 was appointed the force’s HR Development Manager.

Kirsty was appointed Force Authorised Officer in 2010 and she has played a large part in arranging meetings with key contacts within the force, which has led to Police Mutual providing financial inputs throughout the force with the Chief Constable's backing. 

Kirsty was elected to the Committee of Management (now Oversight Committee) in 2012.

Graham Smillie, formerly Police Scotland
Graham joined Strathclyde Police in 1976 as a cadet, joining the regular force in 1978 and has worked in several roles during his career prior to retiring in 2009 from the Organisational Development Department in the rank of Chief Inspector. On retirement Graham took up a civilian post within the force, becoming a member of the Policy Support Section on the creation of the national single Police Service of Scotland in 2013.

Graham retired from the force in April 2017.

He was appointed Authorised Officer in 2004 and was Force Authorised Officer from March 2009 to May 2019. He was elected to the Committee of Management (now Oversight Committee) in 2010.

Ieuan Watkins, formerly Gwent Police

Ieuan served with Gwent Police from 1987 through to 2018, spending the majority of his 31 year career within Criminal Investigation.  He specialised in public protection and in particular the management of sexual and dangerous offenders.  He was recognised by Gwent Police on eight occasions for outstanding service.

Ieuan was Force Authorised Officer for Gwent Police from 2003 to 2019, and was elected to the Committee of Management (now Oversight Committee) in 2007 and became an inaugural member of the Police Mutual Foundation Advisory Board in 2011. He was presented with the President’s Lifetime Achievement Award in 2017 for his service to Police Mutual members.

He is also a Director of his own Sport Safeguarding consultancy, working with a number of Welsh sports to embed safeguarding of children and adults at risk within their structures.
